SOCIO-ECONOMIC SURVEY AND RESETTLEMENT ACTION PLAN FOR COLOMBO URBAN REGENERATION PROJECT
Funding Source and Objective
The Government of Sri Lanka, through the Ministry of Urban Development, Construction & Housing and the Urban Development Authority, is implementing the Support to Colombo Urban Regeneration Project (SCURP) with funding from the Asian Infrastructure Investment Bank (AIIB). This project aims to improve housing conditions for low-income communities by relocating underserved populations into high-rise apartment buildings while optimizing land use in Colombo.The primary aim of the project is to improve living conditions for displaced households while ensuring a structured resettlement process that aligns with international best practices and social safeguard standards. The initiative focuses on Conducting a comprehensive socio-economic survey of affected households, developing a Resettlement Action Plan (RAP) to facilitate a smooth transition for displaced families and Implementing livelihood development programs to support economic well-being post-relocation.

Contract ScopeConducting Socio-Economic Survey
- Gather demographic, income, and structural loss data from affected communities.
- Identify the socio-economic challenges faced by resettled families.
Preparation Resettlement Action Plan (RAP) Development
- Design a structured relocation strategy for affected households.
- Ensure compliance with AIIB Environmental & Social Standards and Sri Lanka’s national policies.
Community Mobilization & Capacity Improvement
- Conduct awareness programs to educate affected households on the resettlement process.
- Strengthen community-based organizations for better integration.
Livelihood Development & Sustainability
- Offer skills training programs to enhance employability.
- Provide financial assistance and business development support for resettled communities.
Outputs
- Comprehensive socio-economic database of affected families.
- Resettlement Action Plans (RAPs) for identified sites.
- Livelihood Development Strategy for sustained economic stability.
- Monitoring and Evaluation Framework to assess project progress and impact.
