Funding Source and Objective

The Irrigation Department has identified an urgent need to update the current Standard Operating Procedures (SOPs) for flood event management in the Kelani River basin, originally prepared in 1993. To address this, a study has been initiated to incorporate state-of-the-art climate and disaster resilience measures to enhance flood early warning and response in the basin. This project is implemented with technical support from UNDP and financial assistance from ADB.
The primary objective of this assignment is to prepare Standard Operating Procedure (SOP) for flood event management in Kalani river basin, building on the recently-gained knowledge and experience, introduction of new infrastructures, present governance and legal system of the country, other relevant acts, circulars, and procedures adopting in different institutes by updating the existing document for the purpose prepared in 1993 under the name “Scheme of Organization and Standing Orders”.

Contract Objective

UNDP selected Infotechs IDEAS Pvt (Ltd.) as the consultant to provide the necessary technical and management support for this project. Mainly there are two main tasks to be completed by the consultants.

Task 1: Existing procedures for the management of flood events at key strategic locations such as reservoirs, pumping stations and gates, barrages, diversion weirs, hydro-met stations, flood defenses, confluences of canals and streams, and identified inundation locations in the Kelani Ganga basin are reviewed. The potential and necessity for preparing the SOP is identified by critically reviewing available documents or procedures followed by such institutions. In addition, the Service Provider has to get a thorough understanding of the existing soft and hard flood countermeasures available in the Kelani Ganga system managed by different institutions.

Task 2: SOP for forecasting and issuing flood warnings, emergency preparedness, and operations of flood protection infrastructure and other non-structural operation practices to be drafted for the Kelani Ganga basin.
