ORGANIZING SUPPLY OF RAW MATERIALS (COLLECTION AND PRIMARY PROCESSING) FROM SMALLHOLDERS IN THE NEW COCONUT CULTIVATION AREA IN THE NORTH OF SRI LANKA – 2024 FOR INTERNATIONAL FINANCE CORPORATION (IFC)
Funding Source and Objective
IFC have recently approved a project and identified several leading coconut exporters as partners. The project which is in a pre-implementation phase will support these leading firms and their supply chain partners (SME’s, smallholders) in enhancing their production to address the challenges faced by the industry.
Contract Objective
The overall objective of the project is to support to increase the direct coconut purchasing from the North for Ceylon Biscuits Limited., (CBL) and to increase the yields of the smallholders who are supplying to the CBL. The project is at the pre-implementation stage, but based on the outcomes of this assignment, it is expected that project implementation will focus on development and implementation of a strategy for CBL to source coconuts from the North in line with their demand. The project intends to work with multiple stakeholders (small-scale farmers, collectors, relevant associations, and regulatory bodies) associated with CBL. The purpose of this assignment is to provide the details to enable the project to develop and deliver the expansion strategy.

Final Output
The expected outputs of the assignment include a comprehensive final report, detailing the mapping and assessment of smallholder farms, agronomic characteristics, financial models, and training needs in the Northern region of Sri Lanka. Additionally, the outputs include an inception report, monthly progress reports, an assessment of collectors and the lead firm’s operations, mapping of government support mechanisms, and support for environmental and social scoping to align with IFC standards. Baseline data collection for monitoring and evaluation purposes is also a key deliverable, ensuring the project’s impact can be effectively measured.
