Funding Source and Objective

The Small Holder Tea and Rubber Revitalization Project (STARR) was initiated in April 2016 by the Ministry of Plantation Industries (MPI) with financial support from the International Fund for Agricultural Development (IFAD). The objective of project was to promote replanting of tea and new planting of rubber with the goal to improve the food security, increase the income and strengthen the resilience of small holder tea & rubber farmers.

The Project is implemented in 8 districts. Replanting of tea is implemented in six districts respectively Galle, Matara, Ratnapura, Badulla, Kandy and Nuwara Eliya while rubber new planting was done in Ampara and Monaragala districts as non-traditional rubber growing districts.

Contract Objective

Infotechs IDEAS provides consultancy services to conduct the Stock Taking Study on Technologies, Practices and Strategies Promoted by The Smallholder Tea and Rubber Revitalization Project (STtaRRP) for Tea Replanting and Rubber New Planting to Ensure Adaptability, Economic Viability and Livelihood Improvement of Tea and Rubber Smallholders. The objective of this stocktaking study is to review & evaluate the latest technologies & new practices promoted in tea replanting and rubber new planting, promoted institutional and gender mainstreaming, provided rural financial support by the STARR project to enhance the effectiveness of tea replanting & new planting of rubber to improve adaptability, economic viability and livelihood development of smallholder tea and rubber farmers.

Final Output

The final output will be a comprehensive and analytical report to demonstrate the strong economic, social and environmental feasibility of the project interventions and the sustainability of the implemented interventions based on the results and lessons learned throughout the implementation of the project that can be taken as lessons for formulating new policies to replicate and scale up that involvement in the tea and rubber smallholder sector as common practices and procedures.
