Funding Source and Objective
The project titled “Consultation and Technical Support to the Enhancement and Refinement of the Provincial Gender Policy Activities of the State (Provincial) Ministry of Women’s Affairs” was funded by the International Labor Organization (ILO) and implemented by the Ministry of Women’s Affairs (MoWA), NPC.
The project is to review, enhance, and refine the existing gender policy of the Northern Province, developed by the provincial Ministry of Women’s Affairs. The focus is on addressing the specific needs of women, men, and LGBTQIA+ communities in the region, with an emphasis on economic and social empowerment.
Total Cost: Sri Lankan Rupees 3,448,550.00

Contract Objective
The main Contract Objective was to Policy Review and Enhancement.
The consultant team conducted a comprehensive review of the draft gender policy to identify gaps and areas for improvement. The Specific objectives were to Stakeholder Consultations and Conduct Validation Workshop. We conducted consultation meetings with various stakeholders to gather input and ensure the policy reflects the needs of the community. Further hold a workshop with key stakeholders from the Northern Province to validate the revised gender policy.
Final Output
The project concluded in the development of a refined Gender Policy for the Northern Province, aligning with national standards and addressing local needs. Key deliverables included:
- Five-Year Action Plan: A comprehensive strategic plan outlining the implementation of the refined gender policy over the next five years.
- Implementation Roadmap: A detailed roadmap specifying steps for training, awareness campaigns, and establishing effective monitoring and reporting mechanisms.
The refined Gender Policy was officially launched during the International Women’s Day celebration on 07th March, 2025, at the Chavakachcheri Town Council Golden Jubilee Hall. The event was organized by the Ministry of Women’s Affairs, Northern Provincial Council, under the theme “For All Women and Girls: Rights. Equality. Empowerment”.
Representatives from the International Labour Organization (ILO) also participated in the event, underscoring the collaborative effort in advancing gender equality in the Northern Province.
