ANNUAL OUTCOME SURVEY OF 4P PROJECT; IMPROVEMENT OF PRODUCTION AND QUALITY OF PEPPER WITH CHANNELLED MARKETING AND PROCESSING FOR IMPROVING INCOME OF PEPPER GROWERS IN RATTOTA AND AMBANGANGAKORALE OF MATALE DISTRICT

Funding Source and Objective
The Smallholder Agribusiness Development Programme (SAPP) has been designed to contribute Sri Lanka’s smallholders’ poverty reduction and competitiveness. Its primary objective is to sustainably increase household income and quality of family diet by establishing confirmed market for rural producers under Public Private Producer Partnership (4P) mechanism. The SAPP is implementing under Ministry of Agriculture and financially funded by the International Funds for Agriculture Development (IFAD).
The pepper cultivation project is implementing under 4P mechanism in Matale District, Sri Lanka. The objectives are to overcome the issues in pepper cultivation and increase the existing pepper yield with hygienic processing and timely harvesting of pepper harvest, to introduce the tools and machineries to reduce labour cost, to establish local collection network and directly supply of unprocessed raw material to a processor, to improv the entrepreneur skills of pepper growers and cooperative construction and provision of machineries for a secondary processing centre at Rattota and obtaining fair-trade certificates and organic certificates for pepper farmers.

Contract Objective
Infotechs IDEAS is responsible for providing consultancy services to conduct the Annual outcome survey of the project. The Annual outcome survey is conducting to assess the progress achieved against the project interventions and provide quantitative and qualitative interpretations on specific indicators as reflected in the project M & E frame work and provide suggestions to the programme to improve project’s support to achieve targeted outcomes during the project implementation period.

The final output is to assess the progress and to provide suggestions to the programme to improve project’s support to achieve targeted outcomes during the project implementation period.
